    Phillip Adkison is a graduate of the University of Michigan and Wayne State University Law School. He represents clients in zoning, land use, and property matters and also represents public sector clients on a broad array of issues. His litigation practice includes trials and appellate work in both the state and federal courts on behalf of private and public sector clients. As a trained mediator, Mr. Adkison helps parties resolve their disputes in a manner that advances the interests of each. He is known for his practical and creative problem-solving capability.

  • Kelly A. Allen

    Partner

    Kelly Allen is a partner in the law firm of Adkison, Need, Allen & Rentrop, PLLC, in Bloomfield Hills, Michigan. She specializes in all facets of liquor licensing. Ms. Allen and her team handle business formation, lease and land purchase negotiations, liquor license acquisition and transfers, and violations. She is known for representing clients in complex and challenging situations before many municipalities and the Michigan Liquor Control Commission. The oldest of ten children, she became involved in this area of the law when two of her brothers opened their first restaurant in East Lansing, Michigan, in 1984. Five of her brothers went on to open 9 more establishments. Representing her family in liquor licensing matters led Ms. Allen to develop a passion for this area of the law. Many years and hundreds of clients later, she has acquired a high level of expertise. Ms. Allen is an active member of the Oakland County Bar Association, having previously served as President (1998-1999) and Chair of its Legislative Committee. She also served on the State Bar of Michigan’s standing Committee on Character and Fitness and the Representative Assembly. Currently, Ms. Allen is a member of the State Bar of Michigan’s Business Law Section’s Alcohol Beverage Practice Group. Ms. Allen is an active member of the Michigan Restaurant Association, the Michigan Licensed Beverage Association, and has been a speaker for the International Council of Shopping Centers and The Institute of Continuing Legal Education. She is also active in the Michigan Lupus Foundation and the Arthritis Foundation.

    Partner

    Mr. Rentrop can provide a comprehensive perspective to the development and use of land in Michigan. He has represented developers, municipalities and individual residents on matters including development agreements, master deeds, easements and property tax appeals. Mr. Rentrop represents municipalities in Michigan courts on zoning enforcement actions and criminal misdemeanors. He appears in both circuit and district courts for trials and motions and before the Michigan Tax Tribunal. In addition, Mr. Rentrop has assisted clients in a wide range of estate administration issues including litigation, creditor settlement and account reconciliation.

  • Jessica A. Hallmark

    Associate

    Jessica Hallmark joined the law firm of Adkison, Need, Allen, & Rentrop, PLLC in April of 2017 as part of its liquor licensing practice group. Ms. Hallmark specializes in commercial real estate, liquor licensing and business transactions. She assists clients in the acquisition and disposition of commercial real estate and business assets; the review and drafting of commercial leases and the resolution of lease disputes; the formation of business entities; the conveyance of ownership interests in business entities; and the purchase and sale of Michigan liquor licenses and interests in liquor licensed entities. Ms. Hallmark’s experience also includes drafting condominium documents and representing the borrower in HUD and Fannie Mae-insured mortgage loan transactions. Prior to joining Adkison, Need, Allen, & Rentrop, Ms. Hallmark spent seven years at a Birmingham-based boutique law firm specializing in commercial real estate and business law, and served as a clerk to Oakland County Circuit Court Judge Wendy Potts, and as an aide to U.S. Congressman Joe Knollenberg. She earned her B.A. from the University of Michigan and her J.D. from Wayne State University Law School. She is a recipient of the Detroit City Council Spirit of Detroit award, and an active member of the State Bar of Michigan’s Real Property Law Section and the Oakland County Bar Association.

  • Gary R. Rentrop

    Gary R. Rentrop has joined the firm as an of-counsel attorney and is a member of our municipal practice group. Mr. Rentrop focuses primarily in the municipal, land use and zoning, historic preservation and estate planning areas of law. Gary has extensive litigation and transactional law expertise on land use, planning and real estate preservation/environmental issues. He brings a wealth of knowledge and experience to the firm’s clients. Gary was the founding partner of Rentrop & Morrison, P.C. and served as chief counsel for Adolph and Ginger Meyer before they passed away and currently is legal counsel to the City of Mackinac Island in the area of historic preservation. He is on the Litigation Approval Committee of the Environmental Law & Policy Center (ELPC) and is Chair of the ELPC’s Michigan Advisory Council. He serves on the Board of Trustees of the Americana Foundation and on the Litigation Approval Committee of the Environmental Law & Policy Center. He also serves as the President of the Emmet County Lakeshore Association, among other civic engagements, and lives near Harbor Springs with his wife, Sue Rentrop of 55 years.
